Below is a summary of the proposed rate changes to take effect beginning with January 2023 member bills.
Summary of Rate Changes to Schedule A – Farm & Residential and B – Small Commercial
Permanently Lowering kWh
Permanently lower the kWh cost by adopting the previous two rate reductions that are listed as power cost adjustments on members’ bills.
- Farm & Residential: The change to kWh is a decrease from $0.09396 to $0.09108.
- Small Commercial: The change to kWh is a decrease from $0.09489 to $0.09201.
Peak Demand Charge
Add a peak demand charge of $0.15 per kW based on peak electrical demand. Peak demand measures the maximum amount of electricity used at one time in a 15-minute window during the billing month. Members with a non-communicating meter that does not record demand will be billed at the maximum demand allowed by the rate class (i.e. A rate = 25 kW).
Impact of Proposed Rate Changes
The overall impact of permanently lowering the kWh cost and implementing a peak demand charge to the average residential and small commercial member would equal a 1.1% increase per month compared to 2022. This translates to an increase of $1.28 per month for an average residential member. All residential and small commercial members will still pay 1.7% less for electricity than they did in 2017.
Summary of Rate Changes to Time-of-Use Rates
Permanently lower the off-peak kWh cost by adopting the previous two rate reductions that are listed as power cost adjustments on members’ bills and increasing the on-peak kWh cost by 1.1% as described below.
- Farm & Residential Time-of-Use (ATOU): The change to on-peak kWh is an increase from $0.16525 to $0.16707 and an off-peak kWh decrease from $0.06260 to $0.05972.
- Small Commercial Time-of-Use (BTOU): The change to on-peak kWh is an increase from $0.15525 to $0.15696 and an off-peak kWh decrease from $0.06260 to $0.05972.
Pilot Rates Expiration & Extension
Sunset the following pilot rates that will expire with December 2022 billing: Farm & Residential Dual Meter (ADM), Small Commercial Dual Meter (BDM), Farm & Residential Interruptible (AI), and Small Commercial Interruptible (BI). Allow for a 6-month extension of the Farm & Residential Super Time-of-Use (ASTOU) and Small Commercial Super Time of Use (BSTOU) pilot rates.
Member Input & Public Forum
Anyone who desires to make public comment about the proposed changes shall file a written notice with PVREA prior to close of business on Monday, November 28, 2022, in person during normal business hours at the PVREA headquarters, 7649 REA Parkway, Fort Collins, CO 80528, by mail, or by emailing pvrea@pvrea.coop.
PVREA will hold a public forum concerning these proposed changes on Tuesday, November 29, 2022, at 9am at the PVREA headquarters. This forum is open to all members, consumers, indirect users, and the public.
At the conclusion of the public forum, the PVREA Board of Directors will deliberate and make a final decision about the proposed changes to the tariffs and pilot rate programs.
